Guidelines for Submittal Process
On February 12, 2009, the Space Coast TPO Board approved the following process for selecting local government projects for stimulus funding consideration.
- Assumption is receipt of $13 M of stimulus funds. The amount may change.
- Total funding as suballocated to jurisdictions by using the existing Local Option Gas Tax distribution formula.
- Each jurisdiction submitted candidate projects equivalent to their allocation.
- Only projects on the Federal Aid System that could be obligated (under contract) within 75 days were considered.
- Each jurisdiction prioritized their projects.
- Jurisdictions could direct all or part of their allocation to another jurisdiction’s project(s).
- Projects will operate on a reimbursable basis.
- The TPO was required to submit the finalized priority list to FDOT on 2/19/09.
- Construction contracts must meet federal requirements.
- Resurfacing projects must follow the FDOT Green Book standards and procedures. It may be necessary to implement these projects through a design/build process. A design/build package will require DOT and Federal Highway Administration approval. DOT has methods to simply resurfacing design/build. Discussions are underway with FHWA on the precise standards and procedures to be used .
- The Stimulus Act requires certain project reporting requirements (reporting information on jobs created, retained, etc. ).
- Stimulus funds are 100% federal. No local match required.
