The MPO annually monitors the traffic levels on major arterial and collector roadways in Brevard County. Traffic counts are generally taken between October and March, and are adjusted using FDOT Seasonal Adjustment Factors resulting in the Average Daily Traffic (ADT) for each roadway segment. The counts are taken in 15 minute increments over 48 hours. The ADT represents the total number of vehicles, in all lanes, in both directions, traveling within a segment each day (24 hours). The historic traffic count list published each Spring contains ten years of data. Counts dating back to 1989-90 are available by contacting MPO staff. The Annual Report provides abrief overview of the studies and accomplishments that occurred during the fiscal year (July 1 - June 30), including summaries of the completed and on-going planning projects and the MPO's operating expenditures. The State of the System (SOS) Report is a part of the overall Congestion Management System (CMS) Process developed for Brevard County. Throughout the year MPO staff, FDOT and local governments collect and share data on the CMS network. This information is compared with the CMS performance measures to identify overall mobility trends and to locate and rank congested corridors. Transit Quality of Service Analysis The State of the System Report (SOS) includes the 2005 Transit Quality of Service (TQOS) analysis, which evaluates the performance of Spact Coast Area Transit (SCAT) fixed route services. State and Federal laws require all MPO's to have procedures for receiving comment from and involving the public in the transportation planning process. The Public Involvement Plan (PIP) is a guideline for public involvement activities to be conducted by the Brevard MPO. The PIP contains the goals and policies of the MPO for public involvement. In addition to conducting public involvement activities, the MPO also recognizes the importance of evaluating the effectiveness of those activities. Guidelines for this evaluation can be found in the Public Involvement Evaluation Handbook, which is adopted by the MPO in conjunction with the Public Involvement Plan. For more information and to get involved, visit the Public Involvement page.
